Why do Islamic religious festivals not correspond in any way to the season ?

a. Since Hijri year comprises of 354 days and that it is 11 days shorter than solar year, therefore the Islamic festivals do not correspond to the season.
b. Since it lags behind the Georgian calendar, months in Islamic calendar are different parts of the solar calendar every year.
