Why does Jackson ask Stephens to remove Evan's razor after he had shaved his beard?

Jackson asked Stephens to remove the razor out of the cell once Evans had finished shaving so that he did not have an opportunity of committing suicide by slitting his throat for instance. It was a preventive measure.
