Why does the poet mention the  governor, inspector and visitor in the stanza ? what role do they play in the children's lives ?

The poet mention's that the Governor, inspector and the visitor must visit the slum to break the social injustice and bridge the gap between the rich and the poor. They play an important role as they can only make these underprivileged children to escape from their poverty condition and can make a better future for themselves
