why in the story rangas marriage the narrator says"tell me is this waht a decent man says"???

The narrator says these lines because he cannot belive that the Shastri would try to steal the credit for an idea that the narrator had come up with. Just before Ranga and the narrator went to see the Shastri, the narrator had spoken to the Shastri privately asking him to tell lies, so that he could convince Ranga to marry Ratna.
Later on, the narrator goes to thank the Shastri for repeating everything, just as he had taught him. But for this, the Shastri says that he did not need the narrators help and that he merely developed on the narrator's hints, based on what he found written in the Shastras.
