Why is option c incorrect

Solution:
Hydrochloric acid is a solution of hydrochloride gas in water. HCl undergoes dissociation in an aqueous solution giving H+(proton). Hence it acts like an acid. Whereas Hydrogen chloride gas is a covalent molecule and does not undergo ionization in gaseous state hence it does not affect the litmus paper. As a result it is neutral.
