Because plasma membrane are allow to enter in it those are selective materials .Like - carbon dioxide, oxygen,water, food.

The outer membrane of the plant or animal cell is called plasma membrane. Plasma membrane allows or permits the entry and exit of materials on and out of the cell. It also prevents movement of some other materials of the cell. This is why plasma membrane is also called a selecrively permiabke membrane.
