Why natural gases can't be found under plains and coal under deep ocean beds?

Natural gas is found in rock formations deep below the surface of the Earth. 
There is an absence of optimum temperature and pressure conditions under plains and coal under deep ocean beds.
The natural gas is produced from shale and other types of sedimentary rock formations by forcing the agents such as- water, chemicals, and sand down a well under high pressure.
