why new iraqi constitution known as castle of cards

Iraqi constitution is known as the castle of cards due to its fragile nature.The Constitution of Iraq is imposed upon people and is not able to house the rights of all the ethnic groups.Unlike Indian constitution it does not provide any reason for the citizens to abide by the constitution and because it's base is weak it can easily get shattered.....
