why was goal of equality not fully achieved even after abolition of intermediaries

The main aim of abolishing the zamindari system was to prevent the exploitation of poor farmers by the zamindars. Whatever investment was made by the poor farmers, the benefits of them accrued to the zamindars. 
The abolition of intermediaries such as Zamindaar did not do any good of the farmers as they continued being exploited. Although there were land redistribution systems introduced by the government to promote equity, there were various hurdles in their implementations. Under this system, the excess land was to be taken over from the Zamindars and then redistributed among the poor farmers. However there were certain loopholes due to which the zamindars challenged the legislation. They keep registering their land to the relatives in small proportions, thereby keeping themselves out of the land settlement schemes. These loopholes resulted in the exploitation of the farmers despite various plans launched by the government.
