Why water shows variable structure in different phases?

Water exists in different phases at different temperature, i.e. solid, liquid or gas. 
Every phase has different types of interactions, i.e. solid is highly compact structure as compared to liquid which is more compact than gas. Therefore, different structure occur at different phases. Hydrogen bonding also plays a key role here. Hydrogen bonding varies with temperature and so different phases have different magnitude of H-bond.
