" Words, mere words the fellow said he would have leave but did not make a move. How can one expect words to match actions in these days of kaliyuga " who says these words and in what context?

The narrator, Shyama says these words. When Ranga came to visit, Ratna stopped singing as soon as he entered the house. To this, Ranga replied by saying that it was his coming in that stopped the singing and said that he would leave. But these were, as the narrator says, mere words because Ranga did not intend to leave. Ranga just stood there, transfixed by Ratna's voice.
