Would you agree that if one is linguistic competent, it is guaranteed that they are also communicative competent? Why/ why not?

No. One can be linguistic competent e.g. Native Speakers of Bangla. However, they may not be communicative competent, as they may not know the rules of syntax, grammar, phonology. Native speakers do not learn a language by learning the grammar first.
