answering on your own. However, here are a few points that will help you in framing
your answer:

• A technocratic government is one in which politicians delegate their power to public policy experts, economists and other non-elected representatives. 
• Its structure is inherently anti-democratic. 
• However, during times of crisis, such governments provide effective governance and resolve the crisis.
• Such an interim technocratic government was appointed by Greece in  2011 to steer the country through a massive debt crisis.
• The severe health emergency brought about by Covid-19 is a public health crisis.
• It requires taking unpopular and tough decisions which the elected representatives of the state cannot take due to their concern for remaining in power. 
• Moreover, the elected representatives may lack the necessary knowledge and skill levels to make the right decisions at such a time. 
• Public health experts, bureaucrats and administrators are technically well equipped to handle such a crisis. 
• All other functions of the state have been halted and the entire state machinery is attempting to contain the spread of the virus.
• Therefore, appointing an interim technocratic government can help us in resolving the crisis.
