The temperature at the bottom is less then the temperature at the top of the water fall because heat is used in the evaporation of the water at the bottom and the temperature of water decreases at the bottom.

It is because the water gains kinetic energy as it falls down and loses its potential energy. assuming no other losses, the part of kinetic energy is conerted into heat energy raising the temperature of the water.
