Ferric chloride is not basic in nature. Your query seems to be incorrect.
 

Ferric chloride dissolve in water to form weak base and strong acid which makes solution acidic in nature therefore FeCl3 is acidic in nature.

   FeCl3 + 3H2O → Fe(OH)3  + 3HCl

  Use of ferric chloride:
 

phenols give violet colour with neutral FeCl3.

i.e. FeCl3   +   6C6H5OH -------------   (Fe(OC6H5)6)3-  +   3H+  +  3Cl-

in  the given reaction 3- on the first product is the charge ok and all the phenols give this test
