SO2​ is bent with 1 lone pair and O−S bond is more polar, greater dipole moment  
H2​O is bent with 2 lone pairs and H−O bond is more polar, greater bond angle, greater dipole moment 
In HF,H−F bond is the most polar with no cancelling effect.

The polarity of molecules decreases with a decrease in dipole moment. 
(The dipole moment of HF,H2​O,SO2​ and NH3​ are 1.92D,1.84D,1.60D and 1.49D respectively)
Hence, correct order of decreasing polarity is- 
HF>H2​O>SO2​>NH3
