2) Basicity of amines depends on the availability of lone pair on the N atom, In toluidines the -CH3 group provides +I and +R effect and hence enhances the basicty.
Thus aniline will bw the weakest base.
Amongst toluidines, at 'm' position the -CH3 provides only +I effect hence m-toluidine will be the 2nd weakest base.

o- toluidine will be weaker base than p-toluidine due to steric effect which hampers the availability of the lone pair.

Thus the order will be:
Aniline < m-toluidine < o-toluidine < p-toluidine
