1. Phenol gives violet colour with neutral FeCl3 whereas ethanol does not give colour.
2. Phenol decolonises Br2/H2O whereas ethanol does not

Ethanol and phenol- Ethanol is an aliphatic alcohol while phenol is an aromatic alcohol.
Ethanol gives a positive iodoform test while phenol does not give this test.


So correct option is acetyl chloride is a chemical which cannot distinguish ethanol and phenol.
