Given, 

Resistance (R) = 1500 ohm

Conductivity of solution = 0.000146 S/cm

We know that,

Conductivity = ( 1 / Resistance) * Cell constant

Cell constant = Conductivity * Resistance

cell constant = 0.000146 * 1500

=  0.219
