Why does an electrostatic precipitator first produce corona and then electrons?

Polluted air from thermal power plants, smelters and other industries contain gaseous and  particulate matter, which must be removed before releasing into the atmosphere. These particulate matter may be removed by the help of electrostatic precipitator.
In electrostatic precipitator corona discharge is used to remove particulate matter.
Corona is electrical discharge that is produced by the ionisation of gases around a conductor that is electrically discharged. Thus in electrostatic precipitator electrode wires are maintained at several thousands volts, first produce a corona which then release electrons. These electrons ionise dust particles by attaching to them and imparting a negative charge. These negatively charged dust particles are then attracted and collected by charged plate.
