Why is SeO2 a solid, while SO2 and O3 are gases?

Selenium oxide (SeO2) exists as a polymeric chain consisting of alternate selenium and oxygen atoms. This one dimensional chain forms strong interactions thus it exists as solid. Whereas SO2 and O3 are molecular, and no such strong interactions are present between SO2 or O3 molecules, hence they exists as gases.
